It's because of one of the following two reasons:

1. You just registered and we haven't approved you yet. We have user registration moderation turned on to try and beat the spammers.

2. You don't have enough posts or time registered under your belt to post in the classifieds yet. You need 50 posts and 30 days reg'ed to post ads.
