Is their a way to get rid of the steering wheel play? My car handles well but there is some steering wheel play I'd like to get rid of. It has new stuts/springs/control arms.

Also check the intermediate shaft; this is the shaft that runs from the steering column to the steering rack. Not terribly common for it to get loose on contours, but it can happen.

You guys are missing the most obvious culprit. Both my high mileage Contours had slop in the steering wheel which turned out to be the steering coupler.

The coupler is a sandwich construction with a slice of rubber rivetted between two metal plates. It attaches to the stub shaft coming out of the steering rack. The holes in the rubber open up/the rivets loosen and you get slop. Best time to change it is when you're doing tranny work (lots of access) otherwise it can be done with some difficulty.
