seedometer needle shaking

i my speedometer cable shakes everytime i speed up or go to the speed i want. could this be the vss semsor?

is this on the 95? if so what is the build date of the 95? if pre 2/95 it is a cable driven speedo and it has been known to do that, cable is wearing out ... otherwise it might be a vss issue ...
