So I have a SVT contour upper intake manifold. can it be bolted to a non SVT lower. sounds weird but all i have is a upper. i see the ports are noticeably bigger where it meets to the lower. thanks!

You have the throttle body too I'm assuming? It was a pretty popular mod for the regular 2.5L in the Cougars.

I'd recommend going to the junkyard and picking up a late model lower also. The late model SE or cougar had the same size LIM as the SVT. A rule of thumb (but not guaranteed) is to find a returnless car, and snag the lower from it. This way you'd basically have a complete SVT upper intake tract, assuming you have the TB too.
If you're really on a budget, you can probably get a 3L TB and Frankenstein it with your 2.5L TB (this is what an SVT TB is anyway), but I haven't tried this yet :-/.
